Another Cipher/Decryption Related Challenge

Hello lads and lasses,

Inspired by Salty's shitty attempt at a cipher, I decided to make my own!

The reward for completing will be 1000 points in TTT (no more because I'm a poor little Russian boy) and 10 free RDMs against me without reports (to make up for only 1000 points and I need incentive for people to do it lol)

To start off you will have this:

My only clue is that you will have to decrypt this with the keyword: Rusty using 1 decryption method then use the result with the keyword again using a different decryption method. The challenge will be to find which to methods to use, and the order in which to use them to get the final message.

So I double checked my encryption by decrypting it and got a different outcome so either the tools I used are fuckin retarded or I'm fuckin retarted. Either way I'm gonna make a new one in a diff post and I'll say the ending message in case you wanted to know. It was Salty is the worst admin on The Rusty Cutlass!".
