So naturally, there is a work around, but this ensures you actually know what you're doing and do it intentionally. Windows just sets certain permissions of certain directories because it thinks you shouldn't need permission to them unless you want to go ahead and give it to yourself. Now I spent a whole unit in my Cert IV looking at Windows Permissions and Group Policy Editor, I feel like it was a waste, but at least I know for sure it's a lot of fucking around to do something like this, for the first time at least.
I once knew of a registry crack which would allow you to do this part. Script kiddies quickly compliled a .bat file that did this for you, and it was passed around like a hot potatoe.

A WHOLE UNIT?
Yeah I know about the registry way, but I figured it less likely in this situation...
Yeah a whole unit. It was maybe 4 weeks, but only 1 day a week, plus it was mixed into a giant assessment, so not as bad as it sounds. Still unnecessary I think :/
